Yes. To be more precise, I once swapped a DVD-ROM drive with a
different DVD-ROM drive. It worked.

As far as I understand, hotplug does not deal with IDE devices (yet?).
I used the idectl script distributed with hdparm. I forgot the exact
steps that I took, but I'm sure you can find them in the README that
comes with idectl, or by googling in the archives of this mailing list.
