I think that on all laptops adapters, the power cord has only 2 wires
(+/-) and no ground. I don't see how any grounding could occur past
the power adapter.
But I've had similar shocks, not only on the left side, but also on the
right side (on the ultrabay tray). (I own a T40p which probably has
the same case as your T40.)
I believe it depends on the place I work on, probably something with my
shoes + chair + desktop + hands getting at the wrong place.
(For example, my Powerbook shocks me all the time if I forget to get
out of my sleepers!)
