Sorry for the late post, just a follow up.

This was reported several months ago when other people saw this same 
shanigan being pulled.  Apparently Belkin designed the router to rewrite 
  the HTTP request with the stupid advertisement.  When contacted Belkin 
made some noises about being able to disable this "feature".  This 
feature activates every so many hours at random and resets on power up. 
  Absolute stupidity.

The popup apparently was/is an advertisement for their parental controls 
software.

If you delve into the belkin website you might be able to find a 
firmware upgrade to remove the feature if you still want to keep the 
product.  Otherwise, you should probably return it.

FWIW, IMHO, Belkin's products under cut other manufacturers' products 
with shoddy quality.
