well. download it somewhere (e.g. /tmp) and then:
cd /tmp
bzip2 -d linux-2.6.4-wolk2.3.patch.bz2
cd /usr/src/linux
patch -p1 < /tmp/linux-2.6.4-wolk2.3.patch
