Reliably?
None, I know of (everybody: please correct me, if I'm wrong).

I would say, this lies in the hands of the driver developper, because he
knows which calls switch the radio on and off. During module load, or at
least during interface activation, he should turn on the radio and at
least during module unload, he should deactivate it.

So, I would assume, you have no more options than unloading the module.
(Probably never load it, would of course be even better.)

Thats not much, but I dont know about the T30 architecture.
So, if you use speedstep, the laptop-mode patch and stick to all other
powersaving advices (backlight low, irda, bluetooth, wifi off, all
unnecessary services deactivated) you probably achieved everything you
might get.
