You can get working IrDA without nsc-ircc.  You will be limited to SIR
mode (115 Kbit/s) rather than FIR (4 Mbit/s), but since Palms do not support
you would be limited to 115 Kbit/s anyway.

To get IrDA working in SIR mode, enable IrDA in the BIOS, do not load
nsc-ircc, do not run setserial /dev/ttySwhatever uart none ..., and
tell irattach to use /dev/ttySx instead of irdaN as the device (I assume
/etc/sysconfig/irda is the place).
