I don't have a suse box in front of me to check, but look for a set of files
starting with /etc/permissions. These control the permissions on the system,
you can set what oyu need there. They will be set at every boot.

I believe there is a yast module to configure that, but i'm not sure. I
avoid suse whenever possible for exactly these reasons. (Working for a suse
partner makes that difficult at times)
