However, I have no knowledge about which bug and if it has been
resolved. 


I have often copied my system to other harddisks, using dd, partimage
for partitions or the whole HD. Additionally sometimes "cp -a" for
file-based copy of the linux partition. Usually I clone first and adapt
the partition scheme to the new HD (e.g. its bigger size) in a second
step using Partition Managers (e.g. Acronis' Partition Expert).

However, there are also a lot of howtos, describing how to clone a
Windows partition file-based with its "xcopy" command and some magic
parameters, here are some German examples for that:

However, these parameters can depend on the Windows/xcopy version.
(Personally, I still prefer to clone Windows Partitions image-based. ;))
