the howto is for a 2.6.11-rc2 kernel and the radeon patches are only for a
suspend to RAM issue. they would not help for you.

i don't use the proprietary frgl driver so can't help you with that, sorry.
maybe search the archivres for swsusp2 and fglrx? i seem to remember reading
that more recent version of the driver had better power management modes.
