That isn't actually too hard, thankfully, but is a bit painful:

1.  Find a (any, IBM not needed) Windows machine with a floppy drive.
2.  Use the Windows "BIOS update" executable to write a floppy disk
    image on the Windows machine.  

3.  Use Nero, or something like that, to turn the floppy disk image into
    a bootable CD image.

3.  Use rawwrite for Windows (google for it) to turn the BIOS floppy
    disk into a boring old disk image.
4.  Use mkisofs with the '-b' option to create a bootable CD under
    Linux.

Then, boot off the CD. :)
