I've found the relevant bugzilla for the tpctl/configure-thinkpad
issue:

It looks like the problem is that the developers haven't been able to
agree yet on a convention for kernel-module RPMs in the repositories.
Apparently it's up for the agenda in the meantime at the next meeting
- in the meantime the tpctl and configure-thinkpad packages have been
orphaned, and being offered up to a third-party maintainer, should
anyone want to do so. The bugzilla also includes how to grab a CVS
version of the module package and make it yourself.
Hopefully this will get resolved soon. After all, they *have* to be
able to ship separate kernel modules in repositories.
