usually if you are using a vga->tv cable, you are limited to 640x480.
ati chips have a special hardware to encode the video signal to
something acceptable for tv (so you can display a 1024x768 desktop on
a tv). You need to program the hardware to use the tv-out port.
Xorg/xfree86 do not currently support tv-out. I'm working on a patch
now.
