You can still copy the gentoo source tree to another machine to compile.

You're probably right, it should.

The kernel shouldn't need much in the way of libraries. The gcc version is
especially important to build modules later. If you can get the same version
of gcc on another machine, you should be fine.

Rereading you original post, there is no reason not to genkernel. I haven't
used genkernel myself since it was in alpha/beta, but it should primarily
help with copying the kernel around after compilation. Genkernel should have
no problem giving you a menuconfig.
What does lspci show? Is there a pci bus?

If you are asking this question because you have no cdrom, then you should
be able to find use http://www.debian.org/distrib/floppyinst to get debian
on the machine. Debian if my personal preference for older machines. You
might want to try fli4l which is a super-simple floppy distribution which
may suit your needs perfectly.
Let us know when you get another kernel panic what it says and maybe someone
can help you.
