[ltp] CPU Speed T40p

Hello all,

I have a t40p running Debian testing/unstable, kernel 2.6.7.

My perfomance hasn't been great lately so I checked /proc/cpuinfo 
and I see this:

CPU MHz 598.193?  Is this the actual MHz my machine has available?
This is less than half of the available speed.

Anyone have any suggestions?
