I would like to allow my system to keep batteries at 40%, as it
preserves them.

And if I know I'am going to take out my laptop soon, allow my system to
charge them at 100%.
But nothing yet. It is probably a task for ibm-acpi module to control
charging, them a little daemon to manage it (like fan control).
