No, the voltage coming out of it is not guaranteed to be correct.

Without doubt! or perhaps a second-hand one of _exactly_ the same type as you 
have now. ( part number should must be the same )

Sorry to be such a pessimist about using a cheap replacement, but it _really_ 
is not worth risking damaging your ThinkPad, or yourself for that matter, by 
connecting it to a totally unknown power supply.

If the rain-water was clean, i.e. not contaminated by salt, It _might_ be 
possible to resurect it by opening it up, and cleaning it and drying it 
fully. Isopropyl alchol can be very helpful in cleaning water and gunge from 
electronic equipment.

If it's possible that the water was salty, your power adaptor is history.
