Correct, as ifplugd never notices the link went down.

An easy workaround would be to unplug the LAN cable supending the
Laptop. You may also be able to send the daemon a signal upon
suspend/resume. According to the man page:
SIGNALS
SIGUSR1 ifplugd will go to suspend mode. (-S)
SIGUSR2 ifplugd will resume from suspend mode. (-R)
