It seems like the current implementation of ifplugd does not offer what
you are looking for. I wonder if it might be worthwhile to contact the
author directly about this. Maybe the behaviour when receiving a SIGHUP
could be modified somehow so the daemon will execute "ifplugd.action up"
instead? Then the swsusp2 script could send this signal to ifplugd
after coming out of suspend.
