No, my system is not supported by fglrx (R51 with radeon 7500)

fglrx started supporting powerplay with version 8.19.10 released around  
the 11.11.2005. Which versions did you test ?

After having suffered from fannoise caused by a overheating gfxchip for  
some time, i prefer whatever gives me true powerplay for a radeon 7500.
