Update: on my Fedora Core 4 box, upgrading to udev-0.71-0.FC4.3 fixed
this issue.

This is consistent with the anaysis earlier in this thread.

Hurray! My UltraNav is once again capable of the only thing it's
really useful for, namely scroll-by-drag.
