This is normal and is a function of the Power Manager.  I have also 
noticed there is a lag in restoring the brightness when you move the 
mouse or type on a keyboard, but it's on the order of a second or less 
for me...

Anyway, you can disable it in the Power Manager.  There should be a 
picture of a battery in the notification widget on your panel.  (If you 
don't see such a thing, add a Notification Area to your panel.)  Click 
on it (left-click) and select Preferences.  On the General tab, uncheck 
the "Dim the laptop panel when idle" checkbox.

I kinda like the feature.  ;-)
