[ltp] What's cutting my CPU speed in half?

This seems to be happening every now and then, and I can't figure out why:

bogomips : 1197.25
Note the 598.071.
This is on:
Linux ashbery 2.6.18-1-686 #1 SMP Sat Oct 21 17:21:28 UTC 2006 i686 GNU/Linux
running Debian unstable.
I don't have any cpufreq modules or anything else I can think of that would be
throttling the CPU.
ACPI:
root@ashbery:/proc/acpi/processor/CPU# cat throttling
state count: 8
active state: T0
states:
*T0: 00%
T1: 12%
T2: 25%
T3: 37%
T4: 50%
T5: 62%
T6: 75%
T7: 87%
root@ashbery:/proc/acpi/processor/CPU# cat power
active state: C2
max_cstate: C8
bus master activity: 00000000
states:
C1: type[C1] promotion[C2] demotion[--] latency[000] usage[00000010] duration[00000000000000000000]
*C2: type[C2] promotion[C3] demotion[C1] latency[001] usage[00069171] duration[00000000000454056022]
C3: type[C3] promotion[C4] demotion[C2] latency[085] usage[00018665] duration[00000000000112085411]
C4: type[C3] promotion[--] demotion[C3] latency[185] usage[00071674] duration[00000000000513141643]
Is it maybe that power setting?
This is true on both battery and AC. Temperature seems to be fine:
root@ashbery:/proc/acpi/thermal_zone/THM0# cat temperature
temperature: 37 C
I noticed that last time I rebooted, the CPU speed was back to up to the
maximum again. So it's not always like this.
