[ltp] What's cutting my CPU speed in half?

This seems to be happening every now and then, and I can't figure out why:

I don't have any cpufreq modules or anything else I can think of that would be
throttling the CPU.

Is it maybe that power setting?

This is true on both battery and AC. Temperature seems to be fine:

I noticed that last time I rebooted, the CPU speed was back to up to the
maximum again. So it's not always like this.
