[ltp] temperature control and disengaged fan speed

Not long ago my machine overheated and shut down. That was nice, in a
sense, but it would have been much nicer if the fan had gone into
disengaged mode (which seems to run it much faster than the level 7
reached in auto mode, and which

implies is the real maximum) first, and then, as a last resort, it
would have been best if the CPU speed had been forced to its minimum.
Anyone know of a way to achieve all that?
