You're almost certainly running a daemon such as ifplugd.
This is supposed to automatically bring the network up/down when 
hotplugged.  (Also see ifplugstatus )

Solution is to reconfigure the daemon, kill it, or uninstall it. 
However, why would you actually want to do this? If you want to connect 
to your local machine, then access it as localhost, or 127.0.0.1
