[ltp] T60 Advanced Mini Dock usb problem

I have a T60 and the Advanced Mini Dock (39T4596). I have found that the
usb ports on the back on the dock only work if the laptop is powered up
while in the dock.  If I dock the machine already booted up, the
ports/hub isn't registered and naturally don't work.

Reloading the ehci/uhci usb modules doesn't help.  Windows users around
me with the same hardware report the same thing.  I see this issue with
both docks I have.
