Just fired up the T40. I ran 'watch tail /var/log/acpid'. fired up X
on a user and ran gpsdrive. Closed the lid, waited for a minute or 2,
and opened te lid. There was gpsdrive. ISTR if left closed for a
half hour or so I need to touch an Alt key to get the screen to
unblank.
The log entry showed, in addition to what you got was

Prior to the messages you saw I also have
1 client rule loaded

The /etc/acpi/actions/lm_lid.sh script is from the laptop-mode-tools
package.
