Yes and no. Running at 40Hz alone gives you nearly no savings. But at 40Hz you can use lower frequencies for VRAM and GPU (less Pixel/sec to produce => less clock-cyles needed).

Reducing the color-depth is useing the same approch. At 16Bit color you only need half the RAM-bandwidth => lower clocks possible.

And (V)RAM is using more power if it has to work. reading less data => less power needed. That effect is minimal compared to the savings from lower frequencies.
