[ltp] New PowerTOP utility for Linux 2.6.21+ from Intel

For a new utility from Intel (and a patch) that allows one to find out those
pesky programs that waste power resources waking up the CPU a lot more than
they should.

http://linuxpowertop.org is a website for that program, and has a few tips
already on how to sidestep some of the power wasting, etc.

This thing only makes sense on a 2.6.21+ kernel configured to be tickless.
