Adding CC to ibm-acpi-devel@lists.sourceforge.net. I will keep ltp since we
likely will need help from other X60 owners, as well as from owners of other
thinkpads that have bluetooth to fix this.

Please also send (gzipped, attached) a copy of the dmidecode output
(obfuscate the UUIDs and serial numbers first), and of the DSDT.
If you are using any 2.xx version of the BIOS, you probably should upgrade
to the latest available.

So, the ACPI interface is working but it is not affecting the bluetooth
hardware.
What version of ibm-acpi are you using? In which kernel?

If you load it, and immediately unload it (don't try to mess with the
bluetooth or press any fn keys), does that happen as well? *DO THIS TEST ON
A FRESH REBOOTED MACHINE*. If you can do this from a single-user boot, it
is better (as kde/gnome have the bad manners of messing with the thinkpad
firmware, so they can skew ibm-acpi tests).
ibm-acpi tries to restore hotkey behaviour to exactly how it was when it
unloads. If that is not working, it means it needs to know more about the
X60 to work properly there.
