cat /sys/devices/platform/smapi/BAT<number>/power_now

... which requires tp-smapi.

When it comes to measuring power drain in suspended state, you measure the 
battery state and time and append both to a file. When the laptop wakes 
up, you do the same and compare the difference. My log looks something 
like this:

lapdance battery-data # tail -n 5 /tmp/battery-data/2007-10-23T03\:13
1193102003
67470
after:
1193125285
67280

The first number is seconds since the epoch. The second is the battery 
capacity in mWh. The formula is left as an exercise for the reader :)
