You mean that it prevented the system from reducing the clock speed past a certain
point? Not really sure how it could do that.

As I understand it, the main thing it does is turn off periodic interrupts if the
system enters the idle loop (which generally means a halt instruction on x86 boxes).

I don't think that it should effect how the kernel governors adjust clock speed.
