When they remain flashing, yes, however if you watch a normal suspend
process then they're the last things to blink before the poweroff, which
means it's gotten all the way to the kernel level stuff and it fully out
of userspace.
The halfmoon is flashing, but that's only an artifact of the hibernate
scripts setting it to flash, they do that in userspace a fair bit
earlier and it doesn't convey a lot of information, afaik.
