Just to add another data point, I've found pretty similar numbers -
~5W at the very lowest on Vista, usually ~6W with lots of
power-saving, but closer to ~8-9W on Linux.

The PCIE power-saving option didn't help on my X200 - apparently the
BIOS already sets it to save power?
