Yes. And on my machine, once an IRQ was disabled, so were various functions.
As always, your mileage may vary. Peter, for example, reports that he had no
problems getting everything to work without either.

No idea, but given how early it is used in the boot process (dmesg and
search for a series of DMI messages) I would tend to doubt it.
