They used to supply it because Power Manager will tell you to run it when it
decides the gauge is too out of whack.
It is also the preferred way to deal with NiMH packs, which must have been
used on (now ancient) thinkpads. NiMH should always be charged to full, and
then dried to empty, because it has a really bad memory effect.
Whomever recommended you to use the full-drain tool on Li-ION or LiPol for
anything else than a gauge reset doesn't know what he is talking about, so
just ignore any battery advice you ever got from this person.
