In the embedded controller. The embedded controller is powered as long
as a battery *or* AC is connected. The embedded controller might
(depending on its firmware) decide to reset itself even when some power
would be available, so the values might get lost before unplugging both
AC and battery.

And these values are definitely not stored in the battery, at least for
T20 laptops. If you own more than one battery, you can easily check that
swapping batteries leaves the thresholds intact.
