[ltp] USB problems with T23 and ThinkPad Dock (Model 2631)

I have a T23 that I'm using with a TP Dock (Model 2631).  The T23 uses
Xubuntu 8.10.  In order to get the original USB 1.1 ports on the back
of the dock working with the laptop docked I have to boot the laptop in
the dock and then undock it.  Once I dock it again the two USB ports
start working. Once I've done that the first time I can remove it and
redock it and the ports will continue to work.

I have now added a PCI USB card (Sunix Artmel Co. USB 4-port
hub with VIA chipset) to the dock and all is well as long as I do not
remove the laptop from the dock.  That is, the new USB 2.0 ports on
the PCI card do work but not the two original ports on the back of the
dock. But if I undock the laptop the working ports change; the new USB
ports on the PCI card stop working and the two USB 1.1 ports on the
back of the dock start working.

Thinkwiki site.  What am I missing?
