[ltp] X60 power consumption

The power consumption on my X200 is fairly similar. It's recently
gotten a little better with the newer kernels, especially with WiFi
disabled but atm there are a few power related issues with Linux and
I'm not really knowledgable enough to tell you where they are. I know
that my fan doesn't return to a lower / off state after its cooled
down, i think that my hard disk spins up more often than it needs to
and I know that based on powertop , the system wakes up more than i
think it should.
