It is the firmware for the Renesas H8S microcontroller (aka Embedded
Controller or ACPI EC) that takes care of everything in the planar card
(keyboard, power management, etc).

The standard utilities won't let you reflash the EC with the same version of
the firmware as it reports to be running.
