most cpu cooling fans in  laptops work in the same principle. A 
permanent ring magnet and an osillating   ac field.
 the fan shaft runs in an oilite powdered and sintered porus  plain 
bearing.
This has a tendency to dry out. all they ever need is a very small drop 
of sewing machine oil. You can access this bearing under the makers 
label. Thats stuck on with self adhesive sticky stuff like on sellotape.
its always better to get another fan to experiment on before you try and 
oil the one in your T23.
If you cannot find a re3placement then this solution is a possibility.
