[ltp] thinkpad stuck on lowest speed [cpufreq, acpi]

Nope. I boot with both the battery and AC adapter connected.

When I use cpufreqd, and it tries to set the clock to the highest speed
(Performance governor), the following messages show up in SYSLOG:

Feb 16 19:18:22 localhost cpufreqd: cpufreqd_set_profile     : Couldn't
set profile "Performance High" set for cpu0 (2801000-2801000-performance)
Feb 16 19:18:22 localhost cpufreqd: cpufreqd_loop            : Cannot
set policy, Rule unchanged ("none").

I am using kernel 2.6.31.12.
