[ltp] kernel config file for Thinkpad T61

This is an interesting question. As I can assume, while manually configuring
your kernel you can decrease it's size. (and I did it, when there was a
problem with RAM and HDD capacity). Though, it's not important nowadays.

If you want to increase your startup time you should *play* with your start
up scripts. Config, what modules you load, what you need etc.
