[ltp] Fan tweaking

I own a W510 (i7 720QM) for which the fan is on often. The level 1 is
about 2710 rpm, which is quite noisy already. Are you aware of a
possibility to tweak this to have the fan rotated more slowly?
Do you think a lower speed would harm the fan itself?
I use linux and have checked already all common options. I am using
thinkfan for reducing the fan uptime.

PS: My temperatures are between 32 and 40 degrees when idle or doing
browsing. I have forced the Nvidia to the lowest power level possible.
The GPU is around 42 degrees.
