I have a T420 (i5 2410), too. And I am using the parameters you mention in
last letter, it works fine on my Gentoo box, Before using it, I could only
get 2.5 hours too and about 4 hours in Windows, but after I using the
amazing parameters, I get nearly 6 hours in Linux (without flash and
video). If it doesn't work well in your box, maybe some features in kernel
are disabled in default RHEL kernel(I just guess). And you can also use
powertop to find out what app is wasting your power.
I hope it may help you a litter.
