[ltp] random RF_KILL toggling on x201

My wireless is unreliable, sporadically behaving as though it was turned
off in hardware, with "RF_KILL bit toggled to disable radio."

I'm on kernel 3.10.5-201.fc19.x86_64 and the latest BIOS (1.40,
6QET70WW).

I saw some discussion from 2011 on the list, archived here:

but it didn't look conclusive.  Has anyone figured out anything new
since then?
