Yes and no. ;-) I am having difficulties reproducing the bug on
Windows, but I do not use Windows regularly, so my experience is
rather limited to artificial test scenarios.

All keys. It's especially obvious when you hit ENTER and nothing
happens, but there is no specific pattern. When keystrokes are lost,
that seems to happen in clusters, i.e., lost keystrokes happen in
close temporal proximity.

I can't completely rule out a hardware issue, maybe it's a bug in the
EC's debouncing logic, but I haven't been able to reproduce it with my
Python script on Windows.

When I have the laptop docked and use an external keyboard, the issue is gone.
