You can specify this when compiling the kernel.  Choose this option in
"make config" (asks a long list of questions), "make menuconfig" (gives a
series of menus and is much easier to use than "make config",) or "make
xconfig" (like "make menuconfig", but it's an X program.)

The option you need is probably "Ignore user suspend" :-)
