I think that 10% isopropanol or ethanol would probably be fine for 
cleaning most oils.  Water alone just won't work to remove oil (no more 
than washing your clothes without detergent would).

However I must take exception to the ammonia suggestion - I think it is 
much too reactive for use on the soft plastic of a laptop display.
