You can enable and disable those devices using setpnp from the
pcmcia-cs package. This requires a kernel driver for the PNP-BIOS. You
get this by using a pcmcia-socket driver with PNP support (from the
pcmcia-cs package) or by using a recent ac-kernel. setpnp also allows
you to change the recources (irq, dma, io) used by the devices.
