[ltp] Turn off IRDA scanning?

Hi!

I know that I can turn off the IrDA port via rcirda start|stop. However, does 
anybody know a way to deactivate the continues scanning for IrDA devices? I 
assume that leaving the IRDA port turned on, but turning the device scanning 
off would save a lot of battery, without having to manually turn on the port 
when I need it.

If that's not possible, could somebody tell me which permissions I have to 
change to allow users to turn the IrDA port on and off via rcirda start|stop?
